Contractors wishing to submit a proposal should follow the steps on this page that includes the forms download and completion that should accompany your proposal which will be valid for a minimum period of 90 days. If your proposal does not specify a validity period or date, Mason will assume your proposal is valid in accordance with the minimum period above.
Mason anticipates issuing a Basic Agreement that includes all the general terms and conditions between the parties related to work to be performed under the prime OTA with CDAO. As part of your response, please review the Terms and conditions of the Basic Agreement, complete missing information – including attachment 4, and sign attachment 4 and the agreement and return with your proposal
It is anticipated that a sub-agreement that incorporates the terms of the Basic Agreement by reference will be issued for any resultant award.

The Price Proposal Template which should be completed in its entirety. Your price proposal must be submitted in sufficient detail and must include supporting schedules, as appropriate and necessary, to permit proper evaluation and analysis. If pricing is based on a published price list, such as GSA Schedule, please provide a copy of such.

As Mason is an entity of the Commonwealth of Virginia, our accounts payable office requires all vendors to complete a Virginia version of the W-9 Mason has provided such. Subrecipient should complete and be sure to sign the document with either a handwritten signature, DocuSign, or a certified electronic PDF signature.

Subrecipient understands and agrees that unless Subrecipient has identified and asserted otherwise the Government will receive all deliverable, including but not limited to computer software and computer software documentation, with unlimited rights.

The prime contract is funded by multiple sponsors and often has multiple technical projects ongoing simultaneously. As a result, it is not uncommon to award multiple subcontracts to the same organization under the one prime contract. In an effort to streamline the process of negotiating subcontract terms and conditions, Mason desires to establish one mutual set of terms and conditions that will apply to all Subagreements issued under the prime contract. If you have not already done so, please review, complete, sign Basic Agreement. Also note that attachment 4 is required to be completed and signed.

The Prime Contract includes a security requirement that may involve access to classified sites or material and access will require Mason to prepare a Contract Security Classification Specification, DD Form 254.
Therefore, the Subrecipient must have a cleared facility. The Subrecipient is asked to complete the Facility Security Questionnaire and return as part of its proposal.

If Subrecipient’s proposal includes any additional terms and conditions, such as software licenses, Subrecipient shall identify/acknowledge in the proposal cover letter that the Federal Government is the end user of such and shall provide a copy of any license agreement that can be sent to the Federal Government contracting officer for review/acceptance. If the Federal Government has previously agreed to the terms, please include the contract number and any other relevant historical information in order to expedite the review by Gov’t contracting officer.
